Tom Chapman, P.E.
Director of Preconstruction Services
Tom leads Welsbach’s preconstruction efforts, including managing the company’s estimating department and supporting all of the company’s new business development initiatives. Working closely with clients as well as Welsbach’s estimating and operations staff, he oversees the preparation of each of the company’s cost proposals. Tom strives to provide valuable input during a project’s planning phase in areas such as: constructability improvements, production efficiencies driven by prefabrication techniques, and the development of cost-saving design concepts.
Tom has extensive experience in all phases of the preconstruction process, from the development of GMP construction pricing and technical narratives based on preliminary, conceptual documentation to providing lump sum proposals based on fully designed contract documents. Additionally, he has experience in several project delivery methods, including early involvement in both the design-build and CM at-risk models. Tom has also held leadership positions in project execution and his experience provides a broad base from which to draw as he leads the Welsbach preconstruction group.
Tom received his Bachelor’s Degree in Electrical Engineering from Clemson University. He is a Licensed Professional Engineer, a LEED Accredited Professional in Building Design & Construction and a Design-Build Institute of America (DBIA) Certified Professional. Additionally, he is a member of the Institute of Electrical and Electronics Engineers (IEEE).

In his spare time, Tom enjoys reading, Orioles baseball, live music, and travelling with his wife.
